David Balmer
Chair
David Balmer is the Regional Manager, Queensland and Northern Territory for Acciona Construction Australia. David has 30 years’ experience in the Australian construction and infrastructure industry. Throughout his career David has secured and led the successful delivery of nationally and internationally recognised projects across multiple sectors including roads, airports, rail, resources and marine with both public and private sector clients, most recently as the Project Director for the highly technical Kingsford Smith Drive upgrade. Previously, David was the John Holland Executive General Manager Qld and NT, having started with the company soon after completing his Bachelor of Civil Engineering at Queensland University of Technology (QUT).
Adam Edwards
Deputy Chair
Adam Edwards is the co-owner and Managing Director of Bielby Holdings and is responsible for the overall leadership and strategic direction of Bielby. He has previously held senior executive roles at ASX listed Monadelphous Group Limited including General Manager of the Engineering Construction and Marine Divisions as well as Director of Zenviron, a specialist engineering, procurement and construction contractor in the Renewable Energy sector. Adam holds a Bachelor of Engineering (Civil) and has an exemplary track record in the delivery of complex multi-disciplinary projects in the Infrastructure, Transport, Mining, Oil & Gas and Water sectors across Australia and throughout Asia.
Hollie Hynes

Hollie Hynes, General Manager – Sustainability and Environment, Laing O’Rourke Australia
Hollie is a sustainability and construction industry expert with over 18 years’ experience in diverse arenas, driving exceptional outcomes across the project lifecycle under a variety of contract models. As Laing O’Rourke’s General Manager – Sustainability and Environment, she oversees a high-performing team of industry experts who are empowered as an army of change agents across the organisation.
She first established Laing O’Rourke’s sustainability function in 2014, where she made an enormous impact influencing Laing O’Rourke’s sustainability strategy. She’s the architect of the company’s Responsible Decision-Making Framework, a Roads Australia Fellow, a member of the QMCA Board and the IAQ Board. In 2020 she was appointed General Manager – Roads, where she developed and executed sector strategies, nurtured client relationships, and successfully grew Laing O’Rourke’s Roads portfolio. She has strong commercial acumen and is a passionate advocate for collaborative contacting, recognising the benefits that these procurement and delivery models provide the industry and society.
Hollie holds a Dual Degree in Environmental Science and Genetics, Executive Leadership, and is a Graduate of the Australian Institute of Company Directors.
Hollie is passionate about innovation, diversity and inclusion and provides a platform where these critical enablers of the Sustainability Strategy can thrive.
Natasha Roy
Treasurer
Natasha is the Operations Manager, QLD NT for John Holland Infrastructure. She brings over 25 years of experience in project delivery across a wide variety of projects spanning infrastructure, defence, oil & gas, airport and urban development sectors across Queensland and the Northern Territory. Her depth of experience and interest in building high performing, cohesive and successful teams allow her to foster collaborative, people focused environments that are primed for success. Natasha is passionate about ensuring the industry we work in is sustainable, with collaborative landscapes that values and upholds diversity and inclusion. Combine that passion with, her strong work ethic, her ability to be agile and her authentic leadership style Natasha a proven track record of achieving excellent people and project outcomes.
Grant Christensen
Board Member
Grant Christensen is the Executive General Manager for Civil Mining and Construction (CMC) with over 20 years’ experience as a civil engineer delivering transport, rail, mining, water, oil and gas and renewable energy infrastructure projects throughout Queensland, New South Wales and Northern Territory. Grant provides strong leadership to CMC’s business and is responsible for its overall strategic direction, performance and sustained growth. Grant develops strong working relationships with his peers, clients, specialists and supply chain to improve outcomes at every opportunity.
Richard Cowley
Board Member
Richard is the Pre Contracts Manager for Fulton Hogan Construction Northern Region team, establishing and setting strategy, leading tendering activities for the business across QLD, NT and WA, and overseeing select strategically important projects. With 30 years in project delivery across a wide variety of sectors including road and rail, Defence, LNG Infrastructure, marine and civil works, airports and airfield infrastructure, Richard’s experience spans numerous global geographies including Australia, New Zealand, Bahrain, United Kingdom, East Africa and the Caribbean. With previous roles including as Project Manager for significant packages within the $54bn Gorgon LNG Project, Richard is critically focused on stakeholder management and brings an in-depth understanding of delivering complex works within challenging and operational critical environments. Richard’s qualifications include both a Bachelor and Masters in Engineering and he is a Chartered Engineer (CPENG). With a collaborative mindset and approach, Richard understands the importance of industry working together to collectively achieve improved outcomes across the sector, ultimately creating a more attractive and prosperous industry for all.
Warren Crowther
Board Member
Warren Crowther is the General Manager of J F Hull Holdings. With overall responsibility for the leadership and management of JF Hull Holdings, a Brisbane based structures contractor, Warren’s qualifications include a Bachelor of Engineering (Civil) U.Q, Masters of Business Administration (Proj. Mgmt.) USQ, and Registered Practising Engineer (Qld.). With 25 years of experience in the civil construction sector, Warren’s background is project leadership on road, rail, and dam projects in Australia working with Australian contractors including Leighton Contractors, and Lendlease Engineering. Through his experience on major projects including Ipswich Motorway : Ipswich Logan Interchange, CoalConnect Alliance (Northern Missing Link Rail), Gateway WA, and Gateway Upgrade North, Warren has gained a strong understanding of what it takes to succeed in the delivery of large and complex infrastructure projects. For the last 5 years, since joining J F Hull, Warren has been responsible for building on the strong reputation and past success of the business.
Sean Donald

With more than 27 years working in the civil construction industry, Sean has extensive leadership experience in creating and leading large high-performing teams for the delivery of enhanced outcomes across complex infrastructure projects. Appointed as the General Manager for Queensland in August 2022 for Georgiou Group, Sean is responsible for leading the Queensland business unit and is a member for the board of directors for Civil Contractors Federation.

Matthew Lennon
Board Member
Matt brings over 25 years of experience in delivering major infrastructure projects across the transport, tunnelling, and energy sectors. He has played key leadership roles on some of Australia’s most significant infrastructure developments, including WestConnex, Cross River Rail, and most recently, the $5 billion CopperString 2032 high-voltage transmission project. Matt currently serves as DTI Operations Manager, where he applies his extensive project delivery experience to drive operational excellence across the business. Throughout his career, Matt has held senior leadership positions with CPB Contractors, John Holland, and Rio Tinto. He is widely recognised for his practical, delivery-focused leadership style, strong client relationships, and deep operational insight across all phases of project execution.

Steve O'Brien

Stephen O’Brien is the Precontracts Manager for Northern and Western Regions for Seymour Whyte. With over 15 years’ experience in the construction industry, Steve has been involved in the delivery of major infrastructure in Queensland, the UK and Ireland. Steve has worked in various management roles within Seymour Whyte in the delivery of highly complex brownfields projects. Driven by a passion for industry advancement, Steve is committed to making construction more enjoyable and sustainable place to work so that we attract and retain the skills we need to deliver the pipeline of work ahead.
Matthew Olsson
Board Member
Currently General Manager at UGL, Matthew manages the Transport & Major Projects division and has worked with transport operators, government agencies, defence, utilities, and telecommunications organisations to deliver some of the country’s most sophisticated infrastructure. His experience spans both greenfield and brownfield environments, giving him a deep understanding of stakeholder pressures and the importance of transparent communication to build trust and drive delivery success. He has 20 years of contracting experience delivering safety-critical, systems-based infrastructure across many of Australia’s major nation-building projects, with a recent focus on metro rail solutions and the high-tech building sector. As a project leader, systems and technology specialist, he contributes to Joint Ventures, Alliances, and strategic partnerships, holding leadership roles on Steering Committees and Alliance Leadership Teams throughout tendering and delivery phases. Key project he has been involved in included Cross River Rail, Gold Coast Fast Rail, Sydney Metro LineWide and Systems, WestGate M&E, North East Link M&E, M6, Data Centres, NBN Satellite Systems, FMG Rail Expansion, TransGrid Network Upgrades.

Travis Rawling is the General Manager of Major Projects and Rail Services at Martinus, with over 22 years of experience delivering major infrastructure projects across Australia and Hong Kong. He is highly skilled in all stages of project delivery, from planning and design to execution and operations, consistently driving successful outcomes for complex rail and infrastructure initiatives. Travis combines deep technical expertise with strong business acumen to align project delivery with organizational goals. He is passionate about developing high-performing teams, empowering people, and fostering a culture of collaboration and innovation. At Martinus, he plays a key role in achieving business strategy, optimizing processes, and ensuring sustainable growth in the highly competitive infrastructure sector.
Gerry van der Wal

| Gerry brings 30 years’ experience in delivering community-building, city-shaping infrastructure projects across Queensland and internationally. As CPB Contractors’ Civil & SMP Operations Manager for Queensland and PNG, Gerry provides strategic counsel for business growth opportunities, participates in project leadership teams and shares his operational expertise with project teams. Within Alliances and other collaborative models, Gerry has delivered and led many complex infrastructure projects that have been recognised for their optimised and industry-first outcomes. He brings a proven commitment to driving a ‘one team’ ethos and best value outcomes through development of positive, honest relationships and unified leadership. |
Terry Waterson
Board Member
Terry is the Engineering Manager Northern Region for BMD Constructions setting strategy and leading bids for major projects. Within his 22 years with BMD, he has held a variety of roles including GM SE Qld, QLD Operations Manager, and GM NSW/ACT. Prior to joining BMD, Terry worked for Leighton Contractors (now CPB) as a Project Manager and prior to that in the quarrying and concrete industry with Pioneer (now Hanson). Projects he has been involved with span a wide range of infrastructure spanning four states for over 30 years with his most recent experience including the New Parallel Runway at Brisbane Airport and the first stage of the Inland Rail project.
Peta Wilkes

Peta Wilkes is Precontracts Manager Qld/NT at McConnell Dowell. Over the past 12 years, she has held precontracts and strategy roles at McConnell Dowell, John Holland, and Downer, with experience across transport infrastructure, dams, water, energy, resources, and marine sectors. Peta has built her career on developing winning strategies that balance commercial performance with strong social and sustainability outcomes, ensuring projects deliver long-term benefits for clients and communities. Peta brings valuable insight and a forward-thinking perspective to the QMCA Board, supporting its objectives to advance the civil infrastructure sector, foster collaboration, and promote sustainable and socially responsible industry growth.
Andrew Chapman
Chief Executive Officer
Andrew is a civil engineer with a wide diversity of experience covering the entire project lifecycle from planning through design and construction and into operations and maintenance. Andrew has worked within key client organisations (DTMR & Transport for Victoria) as well as for major contractors such as Seymour Whyte, Theiss and Leighton, and with engineering organisations such as Transfield Services and GHD. Having been involved in major projects through planning and design and into delivery and then operations and maintenance, Andrew brings a unique blend of experience and industry perspective to the CEO role at QMCA. Andrew is also a former President of Engineers Australia in Queensland. Having held executive roles with major companies within the engineering and construction sector, Andrew formed ARC Strategic Solutions. ARC Strategic Solutions provides strategic growth, business development and strategy and project development services to the engineering, infrastructure and energy sectors.
Lorelei Broadbent

Lorelei Broadbent is a specialist provider of Association Management services and has spent her entire career working with over 100 Associations to improve all aspects of their administration, management and events. She has an Associate Diploma of Business (Management) and a Certificate in Association Management. She is the co-founder and Director of Agenda Management.
