SMA Infrastructure (SGQ, McIlwain and ALBEM Operations)

Pacific Motorway M1 Burleigh to Palm Beach (Nineteenth Avenue) Project (Package B – Pacific Motorway M1 Varsity Lakes to Tugun Upgrade)

The 3.2-kilometre Pacific Motorway upgrade, Burleigh to Palm Beach, was undertaken by SMA Infrastructure. The project expanded the motorway to three lanes in each direction, constructed six new bridges and widened three existing bridges. It also delivered upgraded service roads, new active transport links, smart motorway technology and fauna connectivity. The upgrade supports more than 90,000 vehicles each day, improving safety, reducing congestion and strengthening flood resilience.

Early PFAS discovery threatened to cause up to 24 months of delay and significant cost escalation. SMA Infrastructure’s collaborative engagement enabled adaptive project restructuring and the development of Queensland’s first PFAS Compliance Management Plan.

Complex geotechnical challenges, major drainage installations, live‑traffic staging and severe‑weather risks were managed through innovative engineering, value‑for‑money ground improvement solutions and careful sequencing.

Despite the complexity, the project achieved key milestones and was delivered successfully, with the motorway operational by December 2024.


CMC

Rockhampton to Yeppoon Road Upgrade

CMC was engaged by the Department of Transport and Main Roads to deliver the 6.1-kilometre Rockhampton to Yeppoon Road upgrade, an essential link between Rockhampton and Yeppoon and the primary connection from the Capricorn Coast to the Bruce Highway. The upgrade has significantly improved safety, efficiency and capacity for commuters, freight and tourist traffic along this vital regional corridor.

The project has delivered lasting social and economic benefits for the region, with 65% of the total expenditure invested in regional Queensland, Indigenous participation achieved at 245% above target, and extensive training initiatives.

The discovery of unexploded ordnances required specialist intervention, with strict safety protocols ensuring zero harm and minimal disruption. Non-rippable rock was excavated using heavy-duty rock breakers and controlled blasting, with the material repurposed for the redesigned embankment.

The team maintained rigorous safety standards and program integrity, delivering the upgraded corridor ahead of schedule and reopening the road before Christmas in 2025.


ACCIONA and Georgiou Group Joint Venture

Coomera Connector Stage 1 North

ACCIONA Georgiou Joint Venture and design partners WSP and BG&E delivered the four-kilometre Coomera Connector Stage 1 North from Coomera to Helensvale in collaboration with the Department of Transport and Main Roads. Opened in December 2025, the project provides an alternative transport crossing of the Coomera River, increases network capacity and reduces congestion for motorists.

Strong collaboration enabled the project team to deliver complex works in a constrained and high-risk working environment, including sensitive marine areas, soft soil ground and contaminated groundwater conditions, live traffic environments, and adjacent Queensland Rail corridor.

Expert engineering, program management, and interface management ensured project milestones were achieved on time, including the opening of Coomera Link Road ahead of the main corridor.

The project sets the benchmark in delivering socially sustainable innovations for the Gold Coast, including the design and construction of a Queensland-first swale treatment system to protect and enhance 6,000 hectares of wetlands, as well as the development and installation of bespoke, Australian-first koala escape hatches along the corridor.

As the first operational section of the Coomera Connector, this legacy project paves the way for future packages.


Seymour Whyte

Pacific Motorway (M1): Palm Beach to Tugun

Seymour Whyte delivered the five-kilometre Palm Beach to Tugun upgrade to improve safety, reliability and capacity for more than 90,000 motorists daily.

Working within a constrained urban-intertidal corridor alongside live traffic, communities, and tidal waterways, the team executed 25 traffic switches and 13 staged bridge operations requiring significant ground improvement works in soft coastal soils.

The project strengthened the regional economy by engaging 467 local businesses and delivering 97% local procurement. The project expanded workforce capability through significant new entrants and upskilling, alongside targeted programs including the Women in Pre‑Apprenticeship Construction Program initiative.

Innovative sustainability initiatives included using 300kg of waste oyster shells to stabilise Saltwater Creek banks and support marine habitat, delivering a long-term environmental legacy.

The team’s implementation of digital and safety innovations included AI-enabled plant–people separation, 360-degree proximity alerts and PVT fatigue testing reinforced safe decision-making, enabling efficient, safe delivery of one of Queensland’s busiest road corridors.


Bielby Hull Joint Venture

M1 Upgrade – Watland Street to Sports Drive

Bielby Hull Joint Venture delivered the $440 million Watland Street to Sports Drive M1 upgrade, improving safety, capacity and multi-modal transport on one of Queensland’s busiest corridors. Completed in September 2025, the project widened 3.5-kilometres of the M1, extended the South East Busway and Veloway 1 cycleway, delivered the new Rochedale Bus Station and Park ‘n’ Ride, and upgraded three major arterial road connections.

The team successfully navigated the technically complex project with constrained work zones and significant stakeholder interfaces by using enhanced construction methodologies to optimise safety and reduce impacts. The restaging of Logan Road bridge works accelerated the program by four months and significantly minimised disruption to road users and the local community.

The project delivered legacy benefits for the community and industry, exceeding targets for apprentices, trainees and Indigenous participation, while supporting the community through donations and hands-on assistance.
