David Balmer

Chair

David Balmer is the Regional Manager, Queensland and Northern Territory for Acciona Construction Australia. David has 30 years’ experience in the Australian construction and infrastructure industry. Throughout his career David has secured and led the successful delivery of nationally and internationally recognised projects across multiple sectors including roads, airports, rail, resources and marine with both public and private sector clients, most recently as the Project Director for the highly technical Kingsford Smith Drive upgrade.  Previously, David was the John Holland Executive General Manager Qld and NT, having started with the company soon after completing his Bachelor of Civil Engineering at Queensland University of Technology (QUT).


Adam Edwards

Deputy Chair

Adam Edwards is the co-owner and Managing Director of Bielby Holdings and is responsible for the overall leadership and strategic direction of Bielby.  He has previously held senior executive roles at ASX listed Monadelphous Group Limited including General Manager of the Engineering Construction and Marine Divisions as well as Director of Zenviron, a specialist engineering, procurement and construction contractor in the Renewable Energy sector. Adam holds a Bachelor of Engineering (Civil) and has an exemplary track record in the delivery of complex multi-disciplinary projects in the Infrastructure, Transport, Mining, Oil & Gas and Water sectors across Australia and throughout Asia.


Terry Waterson

Secretary

Terry is the Engineering Manager Northern Region for BMD Constructions setting strategy and leading bids for major projects. Within his 22 years with BMD, he has held a variety of roles including GM SE Qld, QLD Operations Manager, and GM NSW/ACT. Prior to joining BMD, Terry worked for Leighton Contractors (now CPB) as a Project Manager and prior to that in the quarrying and concrete industry with Pioneer (now Hanson). Projects he has been involved with span a wide range of infrastructure spanning four states for over 30 years with his most recent experience including the New Parallel Runway at Brisbane Airport and the first stage of the Inland Rail project.


Natasha Roy

Treasurer

Natasha is the Operations Manager, QLD NT for John Holland Infrastructure. She brings over 25 years of experience in project delivery across a wide variety of projects spanning infrastructure, defence, oil & gas, airport and urban development sectors across Queensland and the Northern Territory. Her depth of experience and interest in building high performing, cohesive and successful teams allow her to foster collaborative, people focused environments that are primed for success. Natasha is passionate about ensuring the industry we work in is sustainable, with collaborative landscapes that values and upholds diversity and inclusion. Combine that passion with, her strong work ethic, her ability to be agile and her authentic leadership style Natasha a proven track record of achieving excellent people and project outcomes.


Ryan Baden

Board Member

Ryan Baden is the Chief Operating Officer at Martinus. With more than 15 years’ experience delivering operational excellence within the rail industry, Ryan has successfully led and delivered major brownfield and greenfield rail projects across Australia and New Zealand. Armed with extensive technical knowhow and an in-depth industry understanding, he played a crucial role in expanding the business and bringing together a strong team of rail professionals. Ryan is a visionary leader who is passionate about the rail industry and its people. His focus remains on ensuring Martinus remains an industry leader in rail construction.


Simon Barnes

Board Member

Simon Barnes was appointed as Executive General Manager of Decmil’s East Coast Operations. Simon has more than 25 years experience in the construction industry across a range of contract models, including Alliance, Design and Construct, and Public Private Partnerships. Most recently, he was Executive Regional Manager – Southern at ACCIONA, where he has worked for 15 years including at its antecedent companies Abigroup and Lend Lease. His extensive expertise ranges from construction delivery and project governance roles, through to regional executive leadership. Mr Barnes has worked on major projects across Australia, such as the Perth Metrorail, Peninsula Link PPP, and the Victorian Level Crossing Removal Program. He is a qualified Civil Engineer (Monash University) with a Master of Business Administration (Deakin University).


Gavin Bradford

Board Member

Gavin Bradford is a Project Director in Samsung C&T’s Australian civil infrastructure business, based in Brisbane. Gavin has over 30 years’ experience in the Australian tunnelling, construction, mining and civil infrastructure industries. Throughout his career Gavin has adopted an authentic and collaborative leadership style, to help secure and lead the successful delivery of major projects across multiple sectors including road, rail, energy and resources, for public and private sector clients. Gavin has worked on landmark projects including Melbourne CityLink, Port of Brisbane Motorway, Epping to Chatswood Rail Line, Brisbane’s Airport Link, and NorthConnex. More recently, Gavin was part of the leadership team for the winning Regionerate Rail consortium on the bid for Inland Rail PPP, Gowrie to Kagaru. Gavin is a qualified Mining Engineer, with an MBA from the University of Queensland.

Richard Butler

Board Member

Richard is a Chartered Civil Engineer and RPEQ with over 20 years of experience in both Australia and internationally. As Operations Manager at McConnell Dowell, he leads the delivery of major projects across Queensland and the Northern Territory. A dedicated and innovative professional, Richard brings a creative approach to problem-solving and a passion for fostering a strong team culture. His leadership ensures the delivery of safe, reliable, and cost-effective business outcomes. Richard’s extensive project portfolio spans multiple industry sectors, including highways infrastructure, stadia, energy, marine, and pipelines. He has a proven track record in collaborative contract models and is deeply committed to implementing strong delivery models that drive project success.


Grant Christensen

Board Member

Grant Christensen is the Executive General Manager for Civil Mining and Construction (CMC) with over 20 years’ experience as a civil engineer delivering transport, rail, mining, water, oil and gas and renewable energy infrastructure projects throughout Queensland, New South Wales and Northern Territory. Grant provides strong leadership to CMC’s business and is responsible for its overall strategic direction, performance and sustained growth.  Grant develops strong working relationships with his peers, clients, specialists and supply chain to improve outcomes at every opportunity.


Sean Donald

Board Member

With more than 27 years working in the civil construction industry, Sean has extensive leadership experience in creating and leading large high-performing teams for the delivery of enhanced outcomes across complex infrastructure projects. Appointed as the General Manager for Queensland in August 2022 for Georgiou Group, Sean is responsible for leading the Queensland business unit and is a member for the board of directors for Civil Contractors Federation.


Anthony Holmes

Board Member

Anthony Holmes is National Operations Director and General Manager Northern at DT Infrastructure. He has more than 35 years’ experience managing complex projects and is dedicated to optimising project delivery in rail, marine, pipeline, mining, energy, and roads. His extensive understanding of interrelationships between infrastructure assets enables him to create efficiencies for all of DT Infrastructure’s clients. Beginning his career with Sinclair Knight Merz, Anthony has continually worked with high-profile firms such as Downer EDI, Shimizu Corporation, McConnell Dowell, Baulderstone and Walter Construction Group both domestically and overseas. He was part of the management team that successfully completed the sale and transition of Downer’s transport projects business, now DT Infrastructure, to Gamuda Berhad. His wide-ranging industry experience is complemented by a Bachelor of Engineering (Civil Engineering) from the University of Queensland, RPEQ registration and a Chartered credential.

Steve O'Brien

Board Member

Stephen O’Brien is the Precontracts Manager for Northern and Western Regions for Seymour Whyte. With over 15 years’ experience in the construction industry, Steve has been involved in the delivery of major infrastructure in Queensland, the UK and Ireland. Steve has worked in various management roles within Seymour Whyte in the delivery of highly complex brownfields projects. Driven by a passion for industry advancement, Steve is committed to making construction more enjoyable and sustainable place to work so that we attract and retain the skills we need to deliver the pipeline of work ahead.

Andrew Ross

Board Member

Andrew Ross is General Manager – Northern and Central Regions for Fulton Hogan Construction. With 30 years’ experience delivering complex civil transport infrastructure projects across Australia, Andrew is passionate about the ongoing advancement of our industry—whether it by optimising project design and delivery or spearheading new solutions for a constantly changing landscape. Andrew is known for his collaborative approach to contracting and for leading high-performing multi-disciplinary teams. Andrew has held leadership positions on numerous major projects and joint venture leadership groups responsible for strategic governance and commercial performance on some of Australia’s largest transport infrastructure projects.


Gerry van der Wal

Board Member

Gerry brings 30 years’ experience in delivering community-building, city-shaping infrastructure projects across Queensland and internationally. As CPB Contractors’ Civil & SMP Operations Manager for Queensland and PNG, Gerry provides strategic counsel for business growth opportunities, participates in project leadership teams and shares his operational expertise with project teams. Within Alliances and other collaborative models, Gerry has delivered and led many complex infrastructure projects that have been recognised for their optimised and industry-first outcomes. He brings a proven commitment to driving a ‘one team’ ethos and best value outcomes through development of positive, honest relationships and unified leadership.

Andrew Chapman

Chief Executive Officer

Andrew is a civil engineer with a wide diversity of experience covering the entire project lifecycle from planning through design and construction and into operations and maintenance.  Andrew has worked within key client organisations (DTMR & Transport for Victoria) as well as for major contractors such as Seymour Whyte, Theiss and Leighton, and with engineering organisations such as Transfield Services and GHD. Having been involved in major projects through planning and design and into delivery and then operations and maintenance, Andrew brings a unique blend of experience and industry perspective to the CEO role at QMCA.  Andrew is also a former President of Engineers Australia in Queensland. Having held executive roles with major companies within the engineering and construction sector, Andrew formed ARC Strategic Solutions. ARC Strategic Solutions provides strategic growth, business development and strategy and project development services to the engineering, infrastructure and energy sectors.


Lorelei Broadbent

Lorelei Broadbent is a specialist provider of Association Management services and has spent her entire career working with over 100 Associations to improve all aspects of their administration, management and events.  She has an Associate Diploma of Business (Management) and a Certificate in Association Management.  She is the co-founder and Director of Agenda Management.
